WORLD WIDE WEB — In a letter sent on June 6th to the rocketry community, John Kyte, the NAR/TRA Legislative Liaison provided the following update to the status of S.724:

  1. We have enlisted the support of the California Space Authority (CSA) on our legislative efforts. CSA had read about the Enzi legislation in the Senate and thought it was a perfect issue for California Rep. Ken Calvert, a strong supporter of space, science and math issues in the House of Representatives. We met today with Rep. Calvert's staff, and spoke by phone with CSA. At CSA's urging, Rep. Calvert is giving very serious consideration to introducing a companion bill to the Enzi legislation in the House, but may wait a bit to see what happens with the Enzi bill next week (see below).

    Also, we will be joining CSA at a Washington, DC, meeting of state space authorities on Monday to explain our legislative efforts to date and discuss mutual efforts going forward.

  2. The Enzi bill, S. 724, is now scheduled to be marked-up in the Senate Judiciary Committee next Thursday, June 12. We are working closely with Sen. Enzi's staff, as well as the Republican and Democrat staff members of the Senate Judiciary Committee, to address concerns and issues that have been raised with regard to providing a blanket exemption for all APCP motors, and discussions regarding possible alternatives are taking place.

    The Enzi bill was raised in the Senate Judiciary Committee mark-up yesterday, but was "held over" at the request of Sen. Herb Kohl (D-WI). Such a "hold over" is only allowed one time, so the bill is now set to be marked up on June 12. The bill could be "held over"' one more time, at the discretion of Committee Chairman Hatch (R-UT) if good faith discussions that are likely to yield an agreement are underway.
