ImageLAKE JACKSON, Texas USA — QuickBurst's David Bachelder received more good news this week with a letter of approval from the United States Postal Service, granting him authorization to mail his igniter products as "Toy Propellant Devices/Igniters" using surface mail.

This exemption allows the QuickBurst Twiggy, Slim Gem, Fat Boy, Super Fat Boy, Popper, and Hot Shot igniters to be sent Parcel Post, being classified as UN0454, Division 1.4S.

"This means I can ship my igniters surface mail via USPS and there will be no more HazMat fees," Bachelder said.

"One step at a time," Bachelder added. "Fifteen months of hard work and there is only one barrier left. I hope to get rid of ATF regulations next."

It is about time someone sensible in the government bureaucracy finally came forth! I guess it is just that the entire government has been overrun with Bushie make-us-safe-from-terrorist types that as a result have made HP rocketry a possible terrorist activity and loaded restrictions on it. And worse is what the vendors now have to do to get their products ok'd in this mess. Anyway, just venting, and Dave, it is great that you managed to put such an effort into getting this done.

Applying for a shipping approval within channels is not fighting city hall. It is applying for a permit from city hall. If the igniters are classified as the same class as Estes igniters, they seem to enjoy the same ATF exemption as the motors they offer at 27 CFR 555.141-a-7.

Seems like a good place to offer a reminder that various Loki high power APCP motors are being shipped legally by USPS with no hazmat. Still need a LEUP to receive, but another win for the home team.

Rant warning: Really irks me that I have to have an LEUP for a tiny little "Twiggy" ignitor. Something is out of whack!

BATF idiots are paranoid about ignitors??!! A gallon of gasoline and a match are infinitely more dangerous!

Cheers on no Hazmat fee...but I still can't buy the Twiggy ignitors I need.

Ask a permitted member of your club to do the purchase. He can buy and possess legally. Next he "supervises" your use of them. No laws broken. He's happy, you're happy and I'm happy; everybody's happy.

It's a win-win situation.

This is good news. Now can Quickburst use this ruling in fighting the "LEUP needed for igniter" deal?

It's funny that you need a LEUP for something that another branch of the government has classified as "Toy Propellant Devices/Igniters"

I can see it now. Your honor this man was in violation of possesing
"Toy Propellant Devices/Igniters" without the required Low Explosives Users Permit and we are asking that he be sent to prison.

Been there, done that. Apparently aftermarket igniters are illegal but replacement parts igniters are a free-for-all. Does it make sense? No, it's the government, an entity where logic and common sense diametrically opposes rules and regulations. See:
