Award of the contract resulting from this RFP will be based upon the Vendor whose offer will be the most advantageous to TRA in terms of cost, functionality and other factors as specified elsewhere in this RFP. TRA reserves the right to:
Vendor's proposal shall be submitted in several parts as set forth below. The Vendor will confine its submission to those matters sufficient to define its proposal, and to provide an adequate basis for evaluation by TRA of the Vendor’s proposal. Vendor’s proposal in response to this RFP will be incorporated into the final agreement between TRA and the selected Vendor(s). The submitted proposals are suggested to include each of the following sections:
Any award to be made pursuant to this RFP will be based upon the proposal with appropriate consideration given to operational, technical, cost, and management requirements. Evaluation of offers will be based upon the Vendor’s responsiveness to the RFP and the total price quoted for all items covered by the RFP. The final RFP will be submitted to the points of contact via email in Word 2003 format. Additional files may be submitted to support specialized sections such as the story board in the form of JPG files or PDF’s where appropriate. In order to ascertain whether the vendor’s proposal shall meet the requirements (both subjective and objective) described below, the deliverables shall include the following:
Note: Screen-shots and Storyboard deliverables should be generated using the current web site content. The following elements will be the primary considerations in evaluating all submitted proposals and in the selection of a Vendor or Vendors.

TRA may, at its discretion and without explanation to the prospective Vendors, at any time choose to discontinue this RFP without obligation to such prospective Vendors. Very smart approach - Bravo!
I'm not a Linux / Open Source bigot - far from it. But with the limited budget I suspect TRA has for this it seems like an odd set of requirements.
I also saw a clause in the RFP stating that 3rd party software had to have a perpetual license? Does this include the OS and the software related to Sharepoint - if so good luck! Maybe I'm misreading this or maybe it was worded in a way that results in more than was intended?
I wonder if they have any idea what that RFP is going to cost. I have a feeling that a rather shocking response awaits.
