These retainers come in five different sizes:
The tailcones are precision-machined from 6061 T6 Aircraft-grade aluminum and are hard-anodized to an attractive black finish. The tailcones taper down from the airframe to the motor tube to improve the looks of your rocket and to dramatically reduce drag. For example, the 98-to-54mm tailcone is for rockets with a 98mm airframe (3.9") and a 54mm motor mount tube. They also securely retain CTI or AeroTech motors. Just insert your motor and the tailcone will lock your motor in place. The tailcone should be installed during the initial assembly of your rocket. Great product release guys. Now make a "bra" for non-minimal diameter rockets.

Free lunch? I was under the impression that using a tailcone reduced stability due to reduced base drag. I admit this is not likely in most cases to be an issue as many rockets are overly stable but requires thought before just slapping one on don't you think?

The Aeropack are conical the GL are ogive.
When 5x7 said "the are not conical" he was refering to the GLs, not the Aeropacks.

Looks like painted phenolic to me
It's not painted phenolic, it is a new airframe material that is in the works. I have a sample of it (one of the benefits of living 15 mins from Kent at Giant Leap) and it is pretty amazing stuff. That is all I will say about it for now.
