OREM, Utah USA — In a message to the membership dated February 29th, Tripoli Rocketry Association president Bruce Kelly announced the arrival of a new insurance plan for TRA members. The caveat — the plan is not optional.

A subject that has repeatedly been a sore spot for Tripoli has been an insurance policy in the past that didn't cover members, only landowners and board members. The new policy will provide coverage for everyone, including those members who are participating in Tripoli Experimental launches, a new twist on rocketry insurance.

The plan, which becomes effective this Tuesday, will cost the membership an additional $25 each unless you are a junior member, where no dues increase will apply. Tripoli has in the past applied $5 of current dues to pay for the launch insurance. The new coverage will apply that $5, for total member contribution of $30 each.

Some of the highlights of the plan include
  • Coverage applies to the Tripoli Rocketry Association, its members and Prefectures. This coverage extends to non-US members launching in any country where the Safety Code is enforced.
  • Liability limits are $3,000,000.00 aggregate, $1,000,000.00 products/completed operations aggregate, $1,000,000.00 personal injury/advertising injury, $1,000,000.00 per occurrence limit and $25,000.00 fire damage legal excluded medical payments
  • Landowners are added as additional insureds as their interests may appear.
  • Locations covered are defined as "any location where a Tripoli Rocketry Association and/or Prefectures organized activity is conducted." Activities would include "meetings, group launches, and educational presentations but would not include any individual members' rocket assembly, preparations or use outside of group activities.
  • Aircraft Exclusion wording is revised to include liability coverage for "hobbyist" rocket and airplane activities.
  • Subject to:
    • Safety Code Warranty - insurance is null and void if an accident involves Safety Code violation
    • Range Safety Officer Warranty - RSO must be on site at every launch
    • Calendar of all planned launches and launch sites
    • List of landowners
    • Favorable inspection and compliance with recommendations
A document is being prepared that will explain the policy in clear language.

As stated above, the new policy is not optional -- every member must be covered under the provisions of the policy and the requirements of the insurance company. That cost is $30.00 per member. All of the forms reflecting the dues increase are in the process of being changed and reprinted, including the renewal forms on the Tripoli Rocketry Association web site. Recognizing the tremendous expense this would impose on families with several dues-paying members, dues will NOT increase for Junior members, Tripoli will absorb this expense.

As far as activities go, the policy covers model and high power rocketry activities as well as Tripoli Research activities. This is the first policy of its kind covering such a broad range of activity. However, this policy covers only those activities that:
  • comply with the Safety Code and Tripoli Research rules, and
  • activities performed while under the direction of a Tripoli launch or prefecture activity.
This insurance will not cover you if the activity is not an official Tripoli sponsored activity or if the activity is one that does not involve the prefecture. It will not cover you at another organization's functions. You will have to rely upon that organization's insurance or your homeowner's insurance for that kind of coverage. It will cover you at Tripoli launches or at building sessions sponsored by the prefecture. The insurance will cover claims for both bodily injury and property damage.

The policy takes effect February 1st. All active members are instantly covered. This policy is not a per-annum policy. Your coverage begins when you renew and ends when your membership lapses.
